Maoz has been careful to frame his work around what he calls "free will worth wanting," a pragmatic formulation borrowed from philosopher Daniel Dennett that sidesteps the hard determinism debate and focuses instead on the kinds of agency that actually matter for human life and social organization.

As artificial intelligence systems become more deeply embedded in decision-making pipelines, from credit scoring to medical diagnosis to content recommendation, the question of where human agency actually lives becomes urgent in a new way. If people are already making many decisions through processes that are only partially conscious, and if those processes are susceptible to priming, framing effects, and environmental cues, then AI systems designed to "assist" human decision-making may be doing something closer to supplanting it, while preserving just enough of the ritual of choice to maintain the legal and ethical fiction of human accountability.

This is not a hypothetical concern. Behavioral economists have documented extensively how the architecture of choice, the order options are presented, the defaults that are pre-selected, the information that is made salient, can reliably steer decisions in predictable directions without people feeling coerced at all. When those choice architectures are designed and optimized by machine learning systems operating at scale, the feedback loop between human cognition and engineered environment becomes extraordinarily tight. The system learns what nudges work, applies them more precisely, and the human on the other end experiences the result as a free choice.

Understanding the neuroscience of decision-making is not just an intellectual exercise, then. It is increasingly a prerequisite for thinking clearly about autonomy in a world where the environments in which we choose are themselves being continuously optimized by systems with objectives that may not align with our own. The research Maoz and others are doing may eventually give us better tools for identifying where genuine deliberation is happening and where it is being quietly bypassed. Whether institutions, regulators, or technology companies will have the appetite to act on those findings is a different question entirely, and perhaps the more consequential one.
