The United States military is exploring the use of generative AI systems to prioritize targets and recommend which ones to strike first, according to a Defense Department official with direct knowledge of the matter. The AI, in this vision, would not pull the trigger. A human would still do that. But the system would hand that human a ranked list, a recommendation, a nudge in a particular direction, and that distinction, between the machine deciding and the machine strongly suggesting, is where the most consequential questions are quietly being buried.

The disclosure arrives at a moment of acute sensitivity for the Pentagon. The Defense Department is already facing scrutiny over recent strikes, and the timing of this revelation is unlikely to be coincidental. When institutions under pressure reveal uncomfortable capabilities, it is often to normalize them before they become the subject of a scandal rather than a policy debate. Whether intentional or not, the effect is the same: the Overton window shifts, and what once seemed unthinkable begins to feel like responsible modernization.

The Seduction of the Ranked List

There is something deeply appealing, from a military planning perspective, about the idea of an AI that can ingest vast streams of intelligence data, cross-reference threat assessments, weigh logistical constraints, and produce a clean, prioritized list of targets. War is chaotic. Commanders are overloaded. The promise of a system that imposes order on that chaos is genuinely attractive, and that is precisely what makes it dangerous.

The problem is not that AI is incapable of processing large datasets. It clearly can. The problem is that the act of ranking targets is not a computational task dressed up in ethical clothing. It is an ethical task that has been dressed up as computation. When a generative AI model recommends striking Target A before Target B, it is encoding a set of values about proportionality, military necessity, and acceptable risk to civilian life. Those values come from training data, from the objectives the model was optimized toward, and from the assumptions baked in by the engineers and defense contractors who built it. None of that process is transparent, and very little of it is subject to the kind of legal or democratic accountability that governs human commanders.

The "human in the loop" framing, which the Pentagon consistently deploys to reassure critics, deserves far more skepticism than it typically receives. Decades of research in cognitive science and decision-making, including foundational work on automation bias, show that humans presented with a confident algorithmic recommendation are significantly less likely to override it, even when they have good reason to. A 2021 study published in the journal Computers in Human Behavior found that participants followed automated recommendations even after being explicitly told the system had a known error rate. The human is in the loop, technically. But the loop has been quietly redesigned around the machine.

The Cascade Nobody Is Modeling

The second-order consequences of normalizing AI-assisted targeting extend well beyond any single strike. If the United States military operationalizes this capability, it will not remain a unilateral American tool for long. China, Russia, and a growing number of middle-tier military powers are all investing heavily in autonomous and semi-autonomous weapons systems. The moment Washington legitimizes the use of generative AI in targeting decisions, it provides political and doctrinal cover for every other state actor to do the same, with far fewer constraints, far less oversight, and far less concern for the laws of armed conflict.

This is the feedback loop that rarely makes it into the official briefings. American military innovation does not happen in a vacuum. It sets precedents. It reshapes what is considered acceptable. And in a domain as consequential as lethal force, the precedents set now will govern conflicts that have not yet started, fought by actors who have not yet emerged, using systems that have not yet been built.

There is also a subtler institutional risk. Militaries that outsource cognitive load to algorithms tend, over time, to lose the human expertise needed to question those algorithms. The analysts who once built targeting assessments from scratch, who understood the ambiguity and the uncertainty embedded in every piece of intelligence, become supervisors of a process they no longer fully understand. That erosion of expertise does not show up in any budget line. It accumulates quietly, until the moment it matters most.

The Pentagon will continue to insist that humans remain in control. The more important question is whether, a decade from now, those humans will still know what control actually requires.
